General Affairs Department is composed of Document and Archives Section, General Affairs Section, Legal Affairs Section and Cashier Section. Each section in charge of respective duties and items as follows:

I. Document and Archives Section:

 1. The Section set forth in the Guideline Governing the documents promulgated by the Executive Yuan shall apply to the regulations governing government documents received, distributed, issued, supervised and printed, and electronically swapped by Chiayi City Government the business wise.

 2. The Section employs the Exchanging Electronic Documents System to accelerate the dissemination of government documents and advance the performance of processing government documents.

3. Seals & Credentials: Stamping municipal government documents with the Chiayi City Government seal, issuing municipal credentials and stamping the Mayor seal, and stamping any document / certificate with the Chiayi City Government seal.

4. The Section issues the Chiayi City Government Gazette on the sixteenth of each month and sets up the content and index on the Chiayi City Government homepage.

5. The Section holds the periodic municipal affair meetings, enhances the horizontal business communications and contacts with the minutes stating the instructions made by the chairperson posted on the Chiayi City Government webpage.

6. Matters concerning the municipal documents checked and accepted, filed and coded, kept in custody for investigation, destroyed and shifted, and maintained for safety and security.

7. The Section periodically compiles the archive index of government documents issued by Chiayi City Government and the affiliated agencies, uploads the foregoing to the Online Archives webpage, ensures civil access of filing the application for the needed documents and applying the acquired documents as needed via the Navigating Electronic Agencies’ Records webpage, and enforces the principle of government information made available to the public.

8. The Section receives the civil application for viewing, transcribing, recording and duplicating the archive portfolio owned by Chiayi City Government and satisfies the public right to know.

9. The Section is liable for guiding the agencies affiliated to Chiayi City Government to elevate the archive management system for compliance.

 

II. General Affairs Section:

1. Management of general affairs.

2. Management of property / assets.

3. Procurement and management of articles / items.

4. Management of vehicles.

5. Management of buildings and offices.

6. Management of public dormitories.

7. Maintenance of buildings and offices.

8. Management of janitors, technicians and drivers.

 

III. Legal Affairs Section:

(I) Legal affairs:

 1. The Section drafts the annual compilation scheme of the self-government laws and regulations and helps respective units make (regulate), amend or void their own self-government laws and regulations

 2. The Section supplies the countersignature of the case associated with the legal doubts for respective units of Chiayi City Government and their affiliated agencies.

 3. The Section sponsors the sessions of explaining the laws and regulations level by level.

 4. The Section announces (issues) the self-government laws and regulations and forwards the central-government laws and regulations.

(II) State compensation affairs:

The Section convenes the state compensation case taskforce in charge of reviewing the state compensation claim case filed to Chiayi City Government and the affiliated agencies.

(III) Administrative appeal:

The Section convenes the administrative appeals commission in charge of reviewing the administrative appeal case received by Chiayi City Government.

(IV) Consumer dispute mediation affairs:

The Section assists the consumer ombudsman convene the consumer dispute mediation committee in charge of mediating the consumption dispute case.

 

IV. Cashier Section:

1. Compiling the payroll and handling the transfer and payment.

2. Withholding the government employees insurance premiums, the national health insurance premiums, the public service pension fund premiums and respective loans for Certified Staff.

3. Countersigning checks and collecting to the treasury.

4. Collecting Charges and Fees to the treasury.

5. Management of petty cash.

6. Managing the public treasury account, drawing checks and handling remittances.

7. Deposit and withdrawal of Lodged Items in custody and marketable securities.

8. Withholding and declaring the income tax.

9. Collecting the unpaid national health insurance premiums from the retired government employees (and their dependents), issuing the receipts and remitting the paid premiums to the National Health Insurance Administratio
